Role Overview

A leading multinational organization is seeking an experienced HSE Governance & Risk Manager to lead enterprise-wide health, safety, environmental governance, and risk management frameworks across GCC operations.
This strategic leadership role is responsible for strengthening regulatory compliance, enterprise risk controls, contractor governance, and ESG alignment within high-risk industrial environments. The position reports directly to Executive Leadership and plays a critical role in safeguarding operational resilience and corporate reputation.

🔹 Key Responsibilities

• Develop and implement corporate HSE governance frameworks across multi-country operations
• Lead enterprise risk assessments, mitigation planning, and compliance audits
• Ensure adherence to GCC regulatory standards and international best practices
• Oversee contractor HSE governance and performance management systems
• Establish risk reporting dashboards and executive-level KPIs
• Lead incident investigations, root cause analysis, and corrective action strategies
• Drive ISO 45001 & ISO 14001 compliance and certification processes
• Align HSE programs with sustainability and ESG objectives
• Conduct internal and external compliance audits across UAE, KSA, and Qatar
• Provide board-level reporting on risk exposure and governance performance

🔹 Leadership Expectations

• 12+ years of progressive HSE experience within Oil & Gas, petrochemical, or heavy industrial sectors
• Minimum 5+ years in governance, compliance, or risk management leadership
• NEBOSH Diploma (mandatory); CSP, ISO Lead Auditor certifications preferred
• Strong knowledge of GCC regulatory frameworks and environmental legislation
• Proven experience managing multi-site or regional operations
• Strong executive reporting and stakeholder engagement capability
