Framework Manager – Roads Operation & Maintenance Project

Description:

We're recruiting for an experienced Framework Manager to join the long-term Roads Operation & Maintenance (O&M) Project in Qatar.

This is a landmark project awarded by the Public Works Authority Ashghal, covering the operation, maintenance, and rehabilitation of Qatar’s road network, including pavements, bridges, tunnels, lighting, ITS systems, and more.

Key Responsibilities:
✔️ Lead the Roads O&M Framework Project in Southern Qatar.
✔️ Manage Performance-Based Contracts (PBC) with SLA/KPI structures.
✔️ Oversee road & asset maintenance (roads, bridges, ITS, signs, lighting).
✔️ Implement asset management systems & life-cycle strategies.
✔️ Lead and mentor teams, ensuring project success.

Candidate Profile:
✅ 14+ years total professional experience
✅ 7+ years in a senior role (Framework Manager / Operations Director)
✅ Strong knowledge of road maintenance & rehabilitation
✅ International project experience (outside MENA is an advantage)
✅ Fluent in English (written & spoken)
